Residency Rule in Missouri sparks Lawsuit

Mark Toigo, an investor in the Pennsylvania and Missouri cannabis markets, is suing Missouri over a residency rule that states that a Missouri resident must be a 51% owner of any cannabis business licensed in the state. He claims it severely limits investment in the state and the business partners that are suitable for these operations. He also claims that the residency rule is also a violation of the US Constitution’s Commerce clause. 

There are similar cases currently happening in Oklahoma and Washington. When Maine was threatened with a lawsuit over the residency requirement, they simply removed it.
